Harnessing synergies between Climate Change Adaptation and Risk Reduction in Migrant-Inclusive Health System Responses in Iraq by developing the followings: 1- National Disaster Risk Reduction Strategy for Iraq, 2- Terms of Reference for the national disaster risk reduction platform for Iraq, 3- Lessons learned report at the end of the consultancy.<\/span>Work Location<\/b><\/span>Home Based<\/span>Expected duration<\/span>1 Dec 2024 – 31 Aug 2025<\/span>Duties and Responsibilities<\/b><\/span>Organizational Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is located in the UNDRR Regional Office for Arab States (ROAS). The consultant will work directly under the Sendai framework monitoring- Progamme management officer in Cairo. Duties and Responsibilities Under the supervision of the Sendai framework monitoring- Progamme management officer , the Consultant will be responsible for: 1. Undertaking a desk review of the following to determine key entry points for the development of the National Disaster Risk Reduction (DRR) Strategy and the National Disaster Risk Reduction Platform: a. Words into Action Guidelines for Developing National Disaster Risk Reduction Strategies and relevant annexes, b. UNDRR Guidelines for National Platforms for Disaster Risk Reduction, c. The Arab Strategy for Disaster Risk Reduction 2030, d. National policies, laws and regulations related to disaster risk reduction and climate change adaptation, e. Other relevant plans or analyses (climate change adaptation plans, national development plans, etc) developed by relevant stakeholders or UN agencies (in particular the other participating UN partners in the programme); 2. Drafting the Terms of References for the establishment of the National Multi-stakeholder Disaster Risk Reduction Platform in consultation with the National Sendai Focal Point and relevant national entities and stakeholders; 3. Developing the draft National Disaster Risk Reduction Strategy in line with Sendai Framework and in coherence with climate change adaptation and other relevant, existing national plans, while also integrating a gender-sensitive human mobility lens in consultation with WHO and IOM; 4. Facilitating national consultations with relevant national entities and stakeholders on the zero draft of the National Disaster Risk Reduction Strategy and the draft Terms of References (TORs) of the National Disaster Risk Reduction Platform to solicit their views and feedback; 5. Revising the zero draft of the National Disaster Risk Reduction Strategy and draft TORs of the National Disaster Risk Reduction Platform based on feedback from the national consultations. 6. Facilitating a final national validation workshop on the revised draft of the National Disaster Risk Reduction Strategy and the Terms of References of the National Disaster Risk Reduction Platform; 7. Submitting the final versions of the National Disaster Risk Reduction Strategy and the Terms of References of the National Disaster Risk Reduction Platform to UNDRR ROAS, for submission to the Government of Iraq to pursue their official endorsement, 8. Ensuring close coordination with the National Sendai Focal Point and partner UN agencies (i.e. IOM and WHO Country offices in Iraq). The expected deliverables are: 1- Detailed report on the conducted desk review (30 days) 2- First draft of the terms of references for the National DRR Platform (30 days) 3- Zero draft of the National Disaster Risk Reduction Strategy (30 days) 4- Revised drafts of the National Disaster Risk Reduction Strategy and TORs of the National Disaster Risk Reduction Platform based on feedback from national consultations (50 days) 5- Final drafts of the terms of references for the National Disaster Risk Reduction Platform and the National Disaster Risk Reduction Strategy (40 days) 6- Final report on lessons learned.
