The City of Altoona is actively seeking applicants for the The Code Supervisor \/ Blight Manager position who will oversee the daily operations of the Code Enforcement team and manages the City of Altoona\u2019s blight remediation and demolition programs. This position ensures the enforcement of property maintenance, housing, and nuisance codes while leading efforts to identify, inspect, and remediate blighted properties, including overseeing all aspects of the demolition program, such as inspections, contractor management, and budget administration. The Supervisor provides leadership, direction, and oversight to Code Enforcement Officers and ensures compliance with all applicable ordinances, regulations, and safety requirements. This role requires expertise in developing and managing budgets, particularly where funding sources, such as Community Development Block Grants (CDBG) and other state or federal programs, are utilized. Additionally, the position develops Key Performance Indicators (KPIs) to monitor program outcomes and team performance effectively. The position collaborates with internal departments, contractors, property owners, and stakeholders to address property maintenance concerns, improve neighborhood conditions, and promote sustainable revitalization efforts.<\/span>Requirements<\/b><\/span>ESSENTIAL DUTIES AND RESPONSIBILITIES:<\/b><\/span>1. Code Enforcement Oversight:<\/span>\uf0b7 Supervises daily operations of the Code Enforcement team, including property<\/span>maintenance inspections, rental inspections, re-inspections, and complaint<\/span>investigations.<\/span>\uf0b7 Develops, implements, and monitors Key Performance Indicators (KPIs) to<\/span>evaluate team performance, operational efficiency, and adherence to City goals.<\/span>\uf0b7 Develops and enforces Standard Operating Practices (SOPs) to ensure<\/span>consistency, uniformity, and quality in all code enforcement activities.<\/span>\uf0b7 Standardizes the use of equipment, inspection tools, reporting methods, and<\/span>software to improve efficiency and ensure all officers operate under uniform<\/span>guidelines.<\/span>\uf0b7 Reviews inspection reports, violation notices, and follow-up actions to ensure<\/span>compliance with applicable ordinances and departmental standards.<\/span>\uf0b7 Provides training, mentorship, and performance evaluations to Code<\/span>Enforcement Officers to ensure professional development and consistent<\/span>enforcement practices.<\/span>\uf0b7 Assists in preparing and presenting cases in Code Court and provides support to<\/span>staff during hearings and legal proceedings.<\/span>2. Blight Management and Demolition Program:<\/span>\uf0b7 Manages all phases of the demolition program, including:<\/span>o Identifying, inspecting, and prioritizing blighted properties for demolition.<\/span>o Preparing project specifications and managing contractor procurement<\/span>and performance.<\/span>o Conducting pre- and post-demolition inspections to ensure compliance<\/span>with safety and environmental regulations.<\/span>\uf0b7 Budget Management: Develops and oversees the demolition program budget,<\/span>ensuring fiscal accountability for projects funded by CDBG, state grants, and<\/span>other funding sources.<\/span>\uf0b7 Works collaboratively with the Community Development Department to ensure<\/span>proper CDBG funding allocation, reporting, and compliance with federal<\/span>guidelines.<\/span>\uf0b7 Tracks demolition program KPIs, including timelines, project costs, contractor<\/span>adherence, and impact on blight remediation.<\/span>\uf0b7 Maintains accurate documentation, including permits, contracts, lien filings,<\/span>invoices, and program expenditures.<\/span>3. Strategic Blight Remediation:<\/span>\uf0b7 Develops and implements strategies to address blighted properties, coordinating<\/span>efforts to stabilize and revitalize neighborhoods.<\/span>\uf0b7 Partners with the Redevelopment Authority (RA) and Land Bank (RALB) to align<\/span>demolition and remediation efforts with broader redevelopment goals.<\/span>\uf0b7 Identifies grant opportunities, state programs, and partnerships to supplement<\/span>funding for demolition and revitalization initiatives.<\/span>\uf0b7 Analyzes data on blight conditions to prioritize properties, measure program<\/span>effectiveness, and recommend policy changes.<\/span>4. BS&A Software Utilization:<\/span>\uf0b7 Maintains advanced proficiency in BS&A software modules specific to property<\/span>maintenance, code enforcement, blight remediation, zoning, planning, and<\/span>contractor tracking.<\/span>\uf0b7 Ensures accurate and timely data entry related to inspections, violations,<\/span>compliance actions, and demolition program activities.<\/span>\uf0b7 Trains Code Enforcement Officers and staff on BS&A modules to enhance<\/span>efficiency and improve data tracking, reporting, and decision-making.<\/span>\uf0b7 Utilizes BS&A tools to generate reports, track KPIs, and monitor project<\/span>performance for code enforcement and demolition initiatives.<\/span>5. Community Engagement and Collaboration:<\/span>\uf0b7 Acts as a liaison between the City, residents, property owners, contractors, and<\/span>community partners regarding code enforcement and demolition activities.<\/span>\uf0b7 Communicates program goals, timelines, and expectations to stakeholders<\/span>clearly and effectively.<\/span>\uf0b7 Engages with property owners to encourage voluntary compliance with property<\/span>maintenance codes and demolition orders.<\/span>\uf0b7 Collaborates with internal departments, including Community Development,<\/span>Public Works, and Finance, to align priorities and share resources.<\/span>6.
