The City of Altoona is actively seeking a Planning and Development Manager to oversee the City\u2019s planning, zoning, land<\/span>development, GIS, and redevelopment initiatives, ensuring alignment with the City of<\/span>Altoona\u2019s strategic goals, Comprehensive Plan, and economic and community<\/span>development objectives.<\/span>This position is responsible for managing the work of the GIS Manager\/Planning<\/span>Technician, Planning and Zoning Coordinator, and Redevelopment Authority\/Land Bank<\/span>Coordinator, providing leadership, strategic direction, and technical expertise to achieve<\/span>departmental and City priorities. The Manager serves as a key liaison between the<\/span>Community Development Department, external stakeholders, elected officials, and the<\/span>public to ensure the successful implementation of planning and development programs.<\/span>The position reports directly to the Director of Community Development and plays a<\/span>critical role in supporting the City\u2019s long-term growth, sustainability, and revitalization<\/span>efforts.<\/span>ESSENTIAL DUTIES AND RESPONSIBILITIES:<\/b><\/span>1. Planning and Zoning Management:<\/span>\uf0b7 Oversees the City\u2019s planning, zoning, and land development functions to ensure<\/span>compliance with the Pennsylvania Municipalities Planning Code (MPC) and local<\/span>ordinances.<\/span>\uf0b7 Directs the review and processing of subdivision and land development plans,<\/span>zoning applications, variances, and special exceptions.<\/span>\uf0b7 Develops, updates, and implements land use policies, zoning ordinances, and<\/span>subdivision and land development ordinances (SALDO).<\/span>\uf0b7 Supports the Planning Commission and Zoning Hearing Board, ensuring efficient<\/span>preparation of agendas, reports, and technical analyses.<\/span>\uf0b7 Coordinates public hearings and outreach initiatives related to planning and<\/span>zoning changes, including ordinance amendments and rezoning efforts.<\/span>\uf0b7 Provides recommendations to the Director of Community Development, City<\/span>Manager, and City Council on land use policies, zoning matters, and<\/span>development trends.<\/span>2. GIS Program Oversight:<\/span>\uf0b7 Provides managerial oversight of the City\u2019s Geographic Information System (GIS)<\/span>program, ensuring its effective operation and alignment with the needs of all City<\/span>departments.<\/span>\uf0b7 Collaborates with the GIS Manager to integrate GIS technology into planning,<\/span>zoning, redevelopment, infrastructure management, and public safety initiatives.<\/span>\uf0b7 Ensures GIS data is current, accurate, and accessible to support decision-<\/span>making processes across departments and for public-facing platforms.<\/span>\uf0b7 Promotes innovation and emerging GIS applications to improve City operations<\/span>and service delivery.<\/span>3. Redevelopment Authority (RA) and Land Bank (RALB) Responsibilities:<\/span>\uf0b7 Integrates the activities of the Redevelopment Authority (RA) and Land Bank<\/span>(RALB) to advance property redevelopment, blight removal, and neighborhood<\/span>revitalization initiatives with city staff.<\/span>\uf0b7 Supervises the RA\/RALB Coordinator and ensures effective management of<\/span>properties, programs, and partnerships.<\/span>\uf0b7 Works with the Redevelopment Authority Executive Director to establish<\/span>strategies to transition the RA and RALB into self-sustaining entities independent<\/span>of City funding and staff support.<\/span>\uf0b7 Coordinates with developers, property owners, community organizations, and<\/span>funding partners to identify opportunities for redevelopment and reuse of blighted<\/span>and underutilized properties.<\/span>\uf0b7 Tracks RA and RALB performance metrics and prepares progress reports for<\/span>City leadership and governing bodies.<\/span>4. Interdepartmental and Stakeholder Collaboration:<\/span>\uf0b7 Coordinates closely with other City departments, including Public Works, Codes<\/span>and Inspections, Finance, Fire, Police, and IT, to support cross-functional<\/span>planning and development initiatives.<\/span>\uf0b7 Serves as the primary liaison with external stakeholders, including developers,<\/span>community groups, regional planning agencies, and state and federal partners.<\/span>\uf0b7 Resolves conflicts and priority issues across departmental initiatives under the<\/span>supervision of the Director of Community Development.<\/span>5. Budget and Resource Management:<\/span>\uf0b7 Prepares and manages the annual budgets for planning, zoning, GIS, and<\/span>RA\/RALB programs, ensuring efficient resource allocation and fiscal<\/span>responsibility.<\/b><\/span>\uf0b7 Identifies and pursues grants and alternative funding sources to support<\/span>planning, redevelopment, and GIS initiatives.<\/span>\uf0b7 Tracks project expenditures and provides regular updates to the Director of<\/span>Community Development and Finance Department.<\/span>6. Performance Monitoring and Reporting:<\/span>\uf0b7 Develops and implements key performance indicators (KPIs) to monitor the<\/span>effectiveness of planning, zoning, GIS, and redevelopment programs.<\/span>\uf0b7 Prepares detailed reports and presentations for the Director of Community<\/span>Development, City Manager, City Council, and the public.<\/span>\uf0b7 Ensures compliance with all applicable local, state, and federal laws, including<\/span>reporting requirements for grants and programs.<\/span>Requirements<\/b><\/span>DESIRED MINIMUM QUALIFICATIONS:<\/b><\/span>Education and Experience:<\/b><\/span>\uf0b7 Bachelor\u2019s degree in Urban Planning, Public Administration, Geography, or a<\/span>related field (Master\u2019s degree preferred).<\/span>\uf0b7 Five (5) years of progressively responsible experience in municipal planning,<\/span>zoning, GIS, or redevelopment, with at least two (2) years in a supervisory or<\/span>management capacity.<\/span>\uf0b7 Certification as a Certified Zoning Officer (CZO) or the ability to obtain<\/span>certification within one year of hire.<\/span>\uf0b7 AICP certification (preferred).<\/span>Necessary Knowledge, Skills, and Abilities:<\/span>Knowledge of:<\/b><\/span>\uf0b7 Principles and practices of urban planning, zoning, land development, and<\/span>redevelopment.<\/span>\uf0b7 Pennsylvania Municipalities Planning Code (MPC) and applicable local, state,<\/span>and federal laws.<\/span>\uf0b7 Principles of Geographic Information Systems (GIS) and its integration into<\/span>municipal operations.<\/span>\uf0b7 Budget development, resource management, and grant administration.<\/span>Skill in:<\/b><\/span>\uf0b7 Managing and supervising staff, including setting goals, evaluating performance,<\/span>and fostering professional growth.<\/span>\uf0b7 Reviewing and interpreting zoning applications, land development plans, and<\/span>redevelopment proposals.<\/span>\uf0b7 Collaborating with diverse stakeholders, including government officials,<\/span>developers, and the public.<\/span>\uf0b7 Preparing technical reports, presentations, and recommendations.<\/span>Ability to:<\/b><\/span>\uf0b7 Plan, organize, and oversee complex planning, zoning, GIS, and redevelopment<\/span>projects.<\/span>\uf0b7 Analyze problems, evaluate alternatives, and recommend practical solutions.<\/span>\uf0b7 Communicate effectively, both orally and in writing, with staff, officials, and the<\/span>public.<\/span>\uf0b7 Coordinate multiple projects, deadlines, and priorities effectively.<\/span>\uf0b7 Foster a collaborative team environment while resolving conflicts and balancing<\/span>priorities.<\/span>SPECIAL REQUIREMENTS:<\/b><\/span>\uf0b7 Valid Pennsylvania Driver\u2019s License or ability to obtain one prior to employment.<\/span>\uf0b7 Certification as a Certified Zoning Officer (CZO) or ability to obtain within one<\/span>year.<\/span>Benefits<\/b><\/span>The City of Altoona offers a comprehensive compensation package including a competitive salary; health, dental, vision, and life insurance; paid time off; and retirement options.<\/span>The City of Altoona is an Equal Employment Opportunity Employer.<\/p>\n
