Job Description<\/b><\/span>Overview<\/b><\/span>We require a Senior Quantity Surveyor (Omani National) to join our operations in Oman to support the delivery of Post-Contract Cost Management services for a project based in Duqm, Oman.<\/span>Your role<\/b><\/span>The Senior Quantity Surveyor will hold the following responsibilities and duties:<\/span>Provision of full Post Contract Quantity Surveying services for the project in Duqm, Oman.<\/span>Manage team of Quantity Surveyors.<\/span>Engender a team spirit that encourages delivery excellence.<\/span>Co-ordinate and work with the wider AtkinsR\u00e9alis business.<\/span>Liaising between client and other consultants.<\/span>Cross sell new services to existing clients.<\/span>Retain and own close contact with client individuals.<\/span>Construction Phase Commercial management<\/span>Contract Administration & Advisory<\/span>Administer construction contracts in accordance with contract conditions.<\/span>Advise the client on contractual rights, obligations, and risk exposure.<\/span>Prepare and manage contractual correspondence.<\/span>Maintain contract registers (notices, claims, variations, bonds, insurance).<\/span>Cost Control & Budget Monitoring<\/span>Establish and maintain a comprehensive cost control system.<\/span>Monitor approved budgets vs. committed and actual expenditures.<\/span>Prepare monthly Cost Reports including:<\/span>Cost variance analysis<\/span>Forecast at Completion (FAC\/EAC\/ETC)<\/span>Cash flow projections<\/span>Contingency utilization<\/span>Advice on financial risk mitigation strategies<\/span>Advice on the Value Engineering and optimization of the Project Cost<\/span>Interim or Milestone Payment Certification<\/span>Review and evaluation<\/span>Interim Payment Applications<\/span>Measurement of Works under specified Method of Measurements<\/span>Activity Schedules<\/span>Milestone-based valuations<\/span>Detail breakdown of PC, PS, NSC adjustments and the like<\/span>Provide recommendation for payment certification.<\/span>Validate retention, advance recovery, and tax compliance<\/span>Provide accurate measurements for work items to client upon request<\/span>Assist in ordering the material procurement<\/span>Variations & Change Management<\/span>Evaluate Variation Orders including<\/span>Rate analysis<\/span>Star rates \/ First Principles<\/span>Dayworks<\/span>Prolongation cost<\/span>Assess time and cost implications.<\/span>Maintain Variation Register.<\/span>Advice on approval strategy and financial exposure<\/span>Claims & Dispute Management<\/span>Review Contractor claims (EOT, prolongation, disruption, loss & expense).<\/span>Provide independent assessment and recommendation.<\/span>Prepare rebuttals and contractual position papers.<\/span>Support negotiations and dispute resolution proceedings<\/span>Procurement & Subcontract Commercial Review<\/span>Review of subcontractor commercial packages where required (Both NSC and Domestic).<\/span>Advice on procurement risk allocation.<\/span>Support commercial evaluation of tenders (if required during phased work).<\/span>Commissioning & Handover<\/span>Review final account submissions.<\/span>Assess and negotiate Final Statements.<\/span>Certify Final Payment Certificates.<\/span>Validate release of retention and performance securities.<\/span>Confirm settlement of all contractual claims prior to project close-out.<\/span>Defect Liability<\/span>Monitor financial exposure during DLP.<\/span>Evaluate claims related to latent defects or warranty disputes.<\/span>Certify final financial closure upon issuance of Defects Liability Certificate.<\/span>Prepare Final Commercial Closure Report including:<\/span>Final project cost summary<\/span>Variation analysis<\/span>Claims summary<\/span>Lessons learned<\/span>Coordination<\/span>Attend coordination meetings and value engineering workshops<\/span>Interface with all Project stakeholders such as Design consultants, Supervision Consultant, client PM, Main and subcontractors, Suppliers and authorities<\/span>Highlight clashes or discrepancies across disciplines<\/span>Provide technical\/commercial clarification and comment resolution tracking<\/span>About you<\/b><\/span>Bachelor Degree in Quantity Surveying or related.<\/span>Minimum 15+ years Post Graduation Experience.<\/span>Experience in Oman and\/or GCC countries.<\/span>The candidate shall have 10 years of local experience in the same position on large-scale development projects in Oman<\/span>Knowledge \/ experience in FIDIC & Oman Standard Conditions of Contract.<\/span>Ability to advise clients on project costs.<\/span>Effective and efficient knowledge of a range of project procurement options and services.<\/span>Ability to contribute to the development of our long-term strategic relationship with our key client and improve our ability to win repeat commissions.<\/span>Understanding of client\u2019s core objectives and managing all Pre and Post Contract facets of a project to ensure a successful delivery.<\/span>Ability to work as part of a team of dynamic individuals and possess excellent communication skills.<\/span>Knowledge and
